If you mean specifically the large backpack, survivor houses will usually have a zombie wearing one locked in one of the rooms. To me I think it's a government facility that may actually contain secrets underground. The back of the building has an elevator that cannot be used (at the moment) and that might potentially be where all the secret stuff there is.
